A bill favorably discussed would have aligned ranks, but dissolution leaves two antagonistic service elements with conflicting interests.
The project files for the Vesuvius trial arrived at Newport carrying gun cotton. The Navy orders require each gun to throw 200 pounds of explosive one mile. A prior October test used sand and sawdust. explosive gelatine from Glasgow would take months, so gun cotton is used. The final trial is set for a few weeks.
Wuereine Feb 17 L A Cranston editor of the Martin's Ferry Daily Clipper was hanged in effigy by unknown parties Friday night. Morning revealed the wind swinging the figure before his home with inscriptions The Daily Clipper Skull and Crossbones Beware of Whitecaps signed by Committee. The Clipper has angered local disreputable elements and this was their response.

Elections held Sunday for the Chamber of Deputies in Paris districts. Basly finished 109 votes behind Mery, Boulangists Goussot Rexest and Laure re-elected in St Denis divisions, Belleval Boulangist wins first division of Sceaux with 11022 votes over Goblet 9829. Majorities among winners larger than in prior election.
J N Kerr a farmer near Oakville awoke to a house fire at dawn Feb 17 in Wicuita Kansas. He escaped through an upper story window and rescued his wife and three children from smoke and flames. Kerr and his family suffered burns with Kerr possibly fatally injured.
Washington Feb 17 A House clerk’s error omitting a postscript to the Missouri River snag removal resolution may delay approval of the $75,000 measure. The Senate passed it and Congressman Tarsney will reintroduce it in the House for a second vote.
Sam Inco demanded payment from Sam Alstott in Dunning Nebraska on February 17. When refused he drew a revolver and threatened violence. Alstott returned home retrieved a gun and shot Inco through the door. Inco died after a short ride in a wagon. Alstott surrendered to authorities.
Henry Dozier a colored servant at Mrs Hays boarding house 2221 Olive street was shot as he scrubbed the sidewalk. Three other colored men approached and a pistol shot to the heart killed him instantly. The assailants and motive are unknown.
Newark February 17. Mgr Doane announced at St Patrick's Cathedral that families must remove children from public schools and enroll them in parochial schools under threat of excommunication and denial of absolution.
Nebraska City reports Charles Schoot forged his wife's name for 550 dollars, secured the money, and fled. Officers pursue him as a special committee weighs Pacific railroads with Frye praising Union Pacific and Davis noting Central Pacific potential.
The Galveston express on the Santa Fe plunged into Chisholm creek killing roadmaster E Peters and injuring engineers Nand and Smith after a burned bridge trestle failed. The steamer Louise sank near Hunter's mill with one dead. others rescued by the Jesse W Starr. A fire at an Arkansas asylum destroyed a wing, causing about 35000 in loss with no insurance.
Governor John Thayer of Nebraska protests to the Ways and Means Committee against any tariff cut on sugar. He argues Nebraska’s beet sugar industry needs protection to keep home markets for farmers who are distant from distant markets.
Mrs. Sarah J. Barker sues Campbell Barker for divorce in Archison Kansas on abandonment and neglect of duty. The couple previously sued for divorce and property division. the Supreme Court upheld the lower court. The Barker estate is valued around $50 000 and the proceeding is expected to be hotly contested.

London reports via George Kennan that Madame Sihida died after a brutal flogging at Kara prison in Eastern Siberia. Widespread dismay followed with three fellow prisoners taking poison and dying as a result of their plight. Names given include Marie Kaluzhnaya Maria Pavlovna Karalefskaya and Nadezhda Smirnitskaya.
Dallas February 17 coroner’s jury finds Thomas James died from a boxing contest with Louis Bazina at the Dallas Opera House on February 18 1890. Three rounds of three minutes ended when a neck blow with soft gloves felled James. Verdict says no malice or negligence and Bazina is discharged. James goes to New Orleans with allies.
