Shared time plan gains ground in many districts
A National Education Association survey shows shared time or dual enrollment now in effect in at least 183 districts across 35 states. Experiments span big cities like Pittsburgh Philadelphia Detroit Chicago and smaller towns such as Shorewood Jamestown Monroe City and ONeill. The plan lets students study some courses in a public school and others in church sponsored schools. The National Council of Churches backed further experimentation as a constitutional way to ease parochial school funding while preserving public school values. Catholic educators seek shared time benefits without treating it as a sole solution.
