Chinese Premier Chou En-lai seeks a meeting with Secretary of State Dulles to discuss Formosa and Korea aims. He hopes for US recognition of Red China and UN admission. Dulles refuses until all American prisoners are freed and Red China renounces force. Negotiations in Geneva have stalled since September.
