President Eisenhower denounced sensational factional publicity around defense programs and missiles. He criticized leaks from Congress and urged caution, backing a new plan to end nuclear tests and opposing federal funding for teachers' salaries while stressing national interest in defense. He cited missile progress after visiting Cape Canaveral.
City Manager Louis Sally announced a return to using water from the city wells due to limited facilities to treat all lake water. An engineer will be consulted for recommendations to improve lake water, and future steps will depend on those findings.
Area C ofC officials and managers association representatives from Wichita Falls Vernon Amarillo Hollis Spearman and other towns met here Wednesday afternoon for a six hour session. Host Jeff Henderson led discussions on highways industry housing swimming facilities tourist trade annual banquets and membership. Attendees included Rex Jennings from Wichita Falls M B Briscoe from Hollis Pete Fisher from Spearman J E Fowler from Hollis and V V Floyd from Spearman.
Little Rock detectives and FBI agents continued the bombing probe at the home of Carlotta Walls 16 a Central High School admit under integration. FBI bomb experts searched the scene four hours as authorities seek the explosive details while a potential $25000 reward is debated by the Little Rock Chamber of Commerce.

Federal Judge Joe B. Dooley ruled that 21 year old John Matthew Shipp could not be denied entrance to West Texas State College at Canyon because of race. The decision could effectively challenge segregation at all state supported higher education institutions. Shipp, a Carver High School graduate, had sought admission after attending Amarillo Junior College and pursuing a court order against the state. The ruling addressed a summary judgment. enrollment timing was to be decided in a later meeting.
Highway 287 from Childress to Memphis is open to all traffic after a temporary closure due to rain. The Highway Department says it will stay open unless heavy rainfall returns, while construction moves quickly in the current clear weather.
U S tracking stations monitored a near polar orbit object about the size of a car. The craft may be a secret Soviet satellite or a leftover rocket segment from a failed lunar probe. Authorities said there is no evidence of a weapon or Khrushchev linked project.

A jury trial is set for 3 p.m. today in City Court before Judge J. E. Copelin. Tommy Prescott faces possession of alcoholic beverages in a taxi cab. Prescott pled not guilty after arrest on December 25.
President Eisenhower announced a sweeping four point U S plan to ban nuclear tests. He urged Britain and Russia to accept at Geneva as a constructive start and called for verifiable controls on atmospheric, space, and underground tests. Khrushchev echoed pleas for general disarmament while negotiators seek measurable limits.
Soviet Premier Nikita Khrushchev arrived in New Delhi for a three week goodwill mission through Southeast Asia. About 300 000 people greeted him along the 11 mile route, with crowds orderly compared to Eisenhower's 1959 welcome. Khrushchev spoke briefly stressing Indian Soviet relations and skipped a call for world disarmament.
Cotton ginning survey shows Childress county will nearly reach 20,000 bales with 19,701 counted. An additional 100 bales may come from the county and one gin aims for at least 50 more. Five gins—Farmers' Co-Op, West Texas, Tindall, Kirkland, and Tell—operate daily with clear weather.
The FBI and local authorities pursued the theory that Adolph Coors III, missing since Tuesday, was kidnapped or waylaid. The Coors family, prominent in the west, is focused on locating him with no ransom demand reported, while Adolph Coors Jr. said securing his father's return is paramount.

Amarillo and Dalhart reported subfreezing readings. Winds gusted 20 to 30 mph across the north and big bend, Gulf winds prompted small craft warnings, and officials said damage from last Tuesday’s storm could reach millions.
City Manager Louis Sally announced plans to re gravel several unpaved streets in Childress. Heavy rains made the gravel streets bumpy and hazardous. The work will proceed as funds allow, using regular city employees.
Information on work experience of the nation’s population during 1959 will be collected via special questions in the February Current Population Survey. James W. Stroud of the Census Bureau’s regional office in Dallas announced local collection during the week of February 15 by Mrs. Carroll Verlinc Turner.
Officers of the Greenbelt Municipal and Industrial Water Authority were re elected at a closed meeting. Dr S H Townsend of Childress was re elected president. Sam Breedlove of Quanah and Clifford Johnson of Hedley were re elected vice president and secretary. Directors present included Carroll Knorpp Clarendon Kenneth Tooley Paducah and Wendell Harrison Memphis.
The FCC proposes new laws to criminalize payola and deceptive broadcasting practices such as rigged quizzes.President Eisenhower condemned payola as a public morality issue. Penalties include up to $5,000 fines and up to one year in prison or both.
Police Chief Alvis Maddox reminded motorists to obey visible signs and traffic lights at the Wilson School crossing. Two motorists were issued tickets for running the red light this morning, while two city policemen on duty were also cited for the same offense Wednesday morning.
