President Kennedy urges a $2.8 billion annual tax rise to fund welfare plans for 17 million people. The package would lift payroll taxes starting Jan 1 1963, adding to earlier $2.2 billion Social Security hikes and raising maximums for workers and employers.
James Roy Austin of Childress exhibited a 925 pound Hereford steer that earned reserve champion at the Wichita Falls Junior Beef Show and will be auctioned today. The 16 year old, son of Mr. and Mrs. R. B. Austin, previously won reserve at the Sandhills Show in Odessa where that steer sold. Connie Swinford displayed the grand champion.
About 1000 pecan trees priced at $1.50 each, ordered for delivery to Greenbelt Supply, were delayed due to bad weather and now expected next week. The sale was sponsored by the Tourist committee of the CofC-BC.
United Press International reports a springlike pattern across Texas as upper air ridges keep a Pacific cold front at bay through Sunday. Temperatures ranged from 52 at Abilene to 75 at Brownsville with showers fading and sunshine returning.

A person without money slept in the city jail last night as a voluntary guest to stay warm. City Judge Bud Copeland said such episodes occur when someone needs shelter and cannot pay for lodging, the individual being released this morning.
The Teen Canteen will be open tonight after the Spearman-Childress basketball game. It will be held at the Woman's Department Club building.
The Soviet union accuses France of a bandit attack after French jets fired warning bursts near the Ilyushin carrying Leonid Brezhnev en route to Rabat. France says Brezhnev entered a zone of responsibility without Algerian notice. Both sides seek to avoid a broader crisis as inquiries proceed.
Five spy suspects were watched for more than six months amid links to Soviet espionage. The Kroger-Cohens, two Americans, and four Britons including Gordon Lonsdale faced trial in London for allegedly stealing naval secrets and passing them to Moscow. Evidence shown included hidden compartments, cash, and a radio.
Patrice Lumumba and two lieutenants overpowered guards and fled a house near Mutshatsha in Katanga. A nationwide hunt followed with road blocks and air patrols as authorities offered rewards of 6000 dollars for Lumumba and 1000 dollars for each ally. The escape heightens fears of renewed civil conflict with Mobutu forces and Tshombe’s Katanga government.
Police in East Orange outline a three stage plan to force overdue book returns after 14 people were arrested earlier. The plan requires two court notices by phone and home visit warnings before possible arrests. Library director Harold Roth supports enforcement to protect public rights and reduce overdue loans.
Rep. Charles Ballman announced the new five man House General Investigating Committee will begin work next week. The panel, appointed by Speaker James A. Truman, probes vice crime and subversion. Members are Hollowell Murray Pieratt Hale. Senate action includes a bill to bar annexations outside counties.

Perkins aged 95 died at 11 30 a m at her home 509 Third Street Northeast Funeral services are set for 2 p m Saturday at New berry Funeral Home conducted by Rev Joe S Allen of First Baptist Church Burial will be in Quanah Cemetery She was born in Leesville Louisiana married TJ Perkins who died in 1957 They lived in Franklin Texas moved to Quanah 1905 Kirkland 1908 and Childress 1947 Survivors include five sons Earl Clyde Roy Robert Thomas of Clarendon and Kirkland and Childress daughters Ula Turland Grace Parker Adelle Thornton 12 grandchildren 10 great grandchildren
Approximately 70 new street markers have been constructed and erected in Southwest Chil this morning by Louis Sally, City Manager. New markers will be placed throughout Childress as fast as employees can build them. The work is being done by regular city employees.
Detroit dispatch reports more than 69,000 auto workers face layoffs as Ford Chrysler and General Motors announce one week production cuts. American Motors idles 20,300 with 4,100 not returning. Kenosha and Milwaukee plants cut 2,500 and 1,600 respectively. GM plans 46,500 layoffs. Buick Olds Pontiac Fisher Body plants affected. Non automotive GM jobs in Buffalo also cut by 6,400.

Attorney General Will Wilson campaigns in Panhandle and Maury Maverick Jr San Antonio backed by AFL CIO highlights racial discrimination issue in the state tournament.
