Four counties band together under the Four Winds Industrial Foundation to attract factories willing to relocate for the wide open Texas Plains. Leaders say the plan hinges on selling space and low pollution sensitivity, even if an industry is somewhat dirty, to ease urban burdens and taxes.
Welfare issued Apr 1 changes trimming family aid by 3 to 4 dollars per recipient while average relief remains 27.40 monthly. The board lowered aid for dependent children from 75 to 66 percent of budgeted needs, based on a case by case formula. A 20 percent cut in medical expenditures reduces nursing home payments and Blue Cross Blue Shield premiums.
A spokesman said the effect on medical benefits has not yet been determined as the Welfare Department reviews the hospital and physician care program for those on welfare rolls. Deputy director Kerki Wilson notes ongoing evaluations.
Rep Martha Griffiths of Michigan proposes a national health insurance plan within the Social Security system as rising medical costs push Congress toward broad reform. A Senate Finance Committee staff report says Medicare and Medicaid may be turned into a national plan unless costs are curbed.
A Senate report shows doctors at two clinics in Texas and California received about 1 million dollars each in Medicare payments in one year. An AMA official was among the Palo Alto doctors. The Scott and White Clinic in Temple, Texas, received $1.3 million for its 107 doctors in 1968.
US beef imports from cattle with tumors reached millions of pounds in the last fiscal year. Agriculture Department records show nearly 103000 cattle carcases were held for inspection with tumorous parts removed, while the rest went to market. The government notes a key difference from poultry rules, which require destruction of any bird with a tumor.
The Associated Press reports cool dry air over Texas brings mostly clear skies with some morning fog near the Rio Grande mouth. Temperatures range from the 20s in the Panhandle to the 50s in far South Texas. Light showers touched North Central and Northeastern regions Sunday with highs from 73 in San Antonio and Lufkin to 53 in Wink and Amarillo.

Kenneth Yablonski told about 500 coal miners in Ellsworth Pennsylvania that he and his brother would carry on their slain father Joseph A Yablonski's push for United Mine Workers reform. The elder Yablonski was killed with his wife and daughter at Clarksville on January 5 after losing the December election to Tony Boyle. Four suspects face murder charges and a federal grand jury in Cleveland is weighing extradition after indicting Paul Gilly Claude Vealey Aubran Martin and Gillys wife Annette on conspiracy to kill Yablonski.
A three car crash at the Twelfth Street and Avenue F intersection Sunday caused no injuries but resulted in tickets for Illa Faye Mullenix for no driver's license and following too closely. The incident involved Mrs. Ruby Lorene Stroud and Roger Alford Mills. Finis Wrinkle investigated.
The Democratic Policy Council met in Washington to consider broad policy statements including a demand for total U S withdrawal from Vietnam within 18 months. Rep Jack Brooks D Tex chaired proceedings as the party outlined its domestic and foreign policy positions.
Johnny Foust 58 of Colorado Springs died Sunday after two years of cancer. Reared in Carey and a Carey High School graduate he taught there for one year before moving to Colorado. He worked for Dr Pepper Bottling and owned a Woodland Park restaurant until his death. Survivors include wife Harriet a California step daughter and sister Ruby Harrington of Childress. Memorials to Cancer fund. Arts Council meeting called at 8 p.m. tonight at Tommy Shelton home.
State Treasurer Jesse James says he has been subpoenaed to testify before a federal grand jury in San Antonio. The probe concerns alleged irregularities in a North Texas political race and involves a third party’s actions related to state office filings. Two Memphis men, including a Republican candidate for District 80, also testified.
Bombs caused slight damage to two General Electric facilities in New York City on Sunday night after an anonymous caller claimed responsibility for vandalizing a GE office in Washington. No injuries were reported. A third bomb was found and defused in front of the GE head office early today.

Aleksandr Vassileyvish Tik homirov, 37, a Soviet employee at the United Nations, remains jailed in Seattle as FBI charges allege he conspired with Russian agents since Jan 4, 1969 to obtain U S defense information. Officials from State Department FBI and Soviet Mission to the UN declined to comment.
