Texas Overhaul Dream Fades Amid Political Static
In Austin, efforts to modernize state government stall as two major reform tracks falter. Constitutional revision, proposed to cut the 55 000 word charter by about a quarter, stalls after Governor-elect Preston Smith declines full participation, favoring section by section changes. Legislative reform, though pursued last year, stalls with Speaker Ben Barnes set to leave for the Senate. successor Gus Mutscher hints at expanding committees rather than trimming them, signaling limited progress.
