Citizens Fight 200 Foot Bridge Width and Harbor Plans

The Citizens' Association objects to Pennsylvania Railroad tactics and demands 200 foot river spans. Chicago’s harbor plan grants James A. Pugh and the Chicago Canal and Dock Company outer harbor rights costing 20 million dollars. The city council debated river policy with 43 to 21 votes rejecting a narrow river stance. The War Department issued a permit for Pugh to build three piers forming an outer harbor on the North Side pending navigation safety.
