City Council Approves Industrial Committee Plan and Franchises

City council votes 62 to 1 to endorse the Industrial Commission report and create a standing Local Industries Committee with 15 members. An ordinance grants a franchise to Illinois Telegraph News Company and a lighting plan for street subways is set to begin. salaries for aldermen are debated and a road lighting mandate passes 57 to 7.
