NEW LAND LAWS ESTABLISH IRRIGATION DISTRICTS AND BONDS
The government would create irrigation districts in arid lands and allow states to take lands and issue bonds to fund reservoirs and canals. The measure, attributed to Congressman Springer and modeled on Stewart’s plan, would survey and plat districts, ceded lands to states for reclamation, and authorize bond issuance at four percent to be repaid by district land sales and settler payments. It lays out district formation, multi state coordination, commission oversight, patent issuance after five yearly installments, and repeal of conflicting laws.
