Manufacturers' representatives urged the council of national defense to back a joint wartime agreement between employers and employees to prevent strikes and lockouts, maintain open or closed shop rules, and establish compulsory arbitration for war production disputes. A call for a national conference of union officers was considered.
Italian forces renew assaults on Monte San Gabrielle as Austrian defenders hold the summit and counterattacks fail. In other fronts near Gorizia and Carso the Austrians fall back. more prisoners are taken and rail travel limits move refugees toward Petrograd.
Grand Headquarters of the French Army reports that Vandelain court hospital in Verdun region was bombed by German aviators for six and a half hours last night. Nineteen killed, twenty six wounded, with casualties confined to severely wounded patients unable to move. Airplanes passed over the hospital every twenty minutes from 8:30 p m to 3 a m.
An Atlantic port reported the rescue of twenty one Magdalene crew members after the French ark was sunk by a German submarine. Ten crew were killed and nine wounded by shell fire, with the American steamer's crew recounting the thrill filled escape.
London reports intensive bombing by British airmen behind German lines along the Franco Belgian front. Scores of bombs targeted ammunition depots, railway lines and other military establishments.

The strike at city barber shops ends after an agreement with the Barbers' Union executive committee. Barbers will be paid 65 percent of receipts up to 100 a week, then 60 percent thereafter.
