Two Odessa transports did not arrive to Constantinople by November end. If so, 16 000 Germans and 3 000 Austrians may be prisoners of war under Turkish armistice terms. British and French troops occupy hotels and forts, prompting Turkish protests. About 80 German and Austrian ships remain in the Black Sea.
Berlin reports German government invites President Wilson to visit Germany while in Europe. Washington plans for the Versailles peace conference are mostly set with sailing date soon. News censorship will be lifted. AP and other journalists will travel with the president aboard the George Washington and Orizabuff ships. The convoy includes the Pennsylvania and a naval crew over 1,000. Wilson may visit France, England, and possibly Italy on the trip.
November 26 report says American armies of occupation will remain east of the German frontier and seek Thanksgiving poultry in Luxemburg. Officers price chickens at 18 to 25 francs each while locally sourced geese and ducks are scarce due to German ownership and wartime restrictions. Washington. Secretary McAdoo outlined a new entente war loan drive likely in late April with short mature bonds under ten years. Treasury aims to issue about 5 billion dollars in bonds and conduct biweekly auctions of certificates of indebtedness from December 5 to fund government payments. Banks must supply a fixed reserve percentage monthly.
