London reports from a British trader who escaped Petrograd say dogs and men fight over horse carcasses in the streets as Bolsheviks announce recaptures of Kazan Simbirsk and Samara. They claim grain for soldiers and partisans only, crippling other Russians.
Beginning at 9 o clock Monday morning Cheyenne will be under quarantine against the Spanish influenza for an indefinite period. The order prohibits all public and private gatherings including parties and directs police health officers to investigate violations. Signs will be posted at homes and rooms used by influenza patients.
Navy defeated Great Lakes Training Station 7 to 6 while Harvard beat Boston College 14 to 6. Wisconsin posted 14 to 1 over Ohio State, and Illinois triumphed 29 to 0 against Chicago. Pittsburg won 32 to 0 over Georgia Tech Ames. Other scores include Notre Dame 26 over Purdue 6, Nebraska 7 over Camp Dodge 29, Northwestern 7 to Iowa 23, Minnesota 6 over Chicago Naval Reserve 20 to Michigan 21, Michigan Aggies 6 over Colorado School of Mines 41, Denver University 6 over Colorado College 0, Stanford 8 to Southern California 25, Washington 6 over Oregon Aggies 0.
Seventeen of the 31 crew members who boarded the lifeboat from the American steamer Dunmar after a lightning wreck off Guam have died. Fourteen survivors reached Omra, P I, after ten days without food and five days without water. Naval Ensign Holmes and Chief Engineer Nowell are among the dead.

The treatment reportedly has been quelled and there is not the slightest lack of discipline.

The move is expected to thrust the future of government operation, possible ownership, or private restoration into immediate public and congressional debate. Speculation on his successor centers on Carter Glass for treasury secretary and Major General George Goethals for director general of railroads. McAdoo may offer recommendations later, while his stance opposes immediate abrupt competition among railroads.
