Senate finance chair Simmons proposes revising the war revenue bill to raise about 6 billion for next year and 4 billion in 1920. Plan keeps 8 percent income tax, abolishes war profits tax for 1920, reduces normal rates, and trims excess profits taxes by about one third. Treasury and Democratic members approve the 1919 1920 plans. action may come by tomorrow.
Figures released by the commerce department tally losses from the start of World War I to November 11. They show 145 American passenger and merchant vessels totaling 354 449 tons were lost to enemy actions with 775 lives. Nineteen vessels and 67 lives were lost to torpedoes and mines before the United States entered the war.
