Joy Morton of Chicago accompanied by several members of the Wyoming Central Irrigation Co arrived in Cheyenne Sunday night and met the state board to seek completion of the Wind River irrigation project. The meeting lasted past 6 pm in the State Land Commissioner’s offices. Governor Brooks said no full agreement was reached while Morton claimed the meeting satisfied his side and that the contract would be signed today. The contract terms could not be learned, but Morton indicated the company would begin work and complete the first unit within twelve months unless unforeseen issues arose. The meeting was attended by Morton, Mark Morton, Charles B Woods, W L Rosecrans, B H Steres, B A Potter, and W H Ferguson.
