National army mobilization by June 5 will total 1,247,000 men, announced by Provost Marshal General Crowder. About 560,000, more than two thirds of the 800,000 second draft call, will be in camp by then. The plan may require quarterly registrations for men turning 21 during the next year.
Washington details show the railroad administration planning increases to cover a deficit. A uniform 23 to 4 cent passenger rate is forecast and freight rates are expected to rise about 7 percent. Fuel costs are rising by 50 to 75 million dollars annually and payrolls have grown by over 250 million dollars per year.
Amsterdam May 4 Premier Wekerle of Hungary reportedly agreed to form a new cabinet. A royal rescript published in the Budapest official gazette confirms his post and instructs him to propose cabinet recomposition and advance the franchise reform project where feasible.

Two alien enemies, Joe Tremin and Andrew Trentin, of Rooke Springs, were taken from Fort 1 on No. 10 to the meat camp at Port Douglas Utah. Arrested at Tok Springs for disloyalties, they were brought to Cheyenne where their descriptions were recorded at the U.S. marshal’s office and photographs taken. They stated Austrian nationality.
The Finnish government refused ports to Russian subjects saying Finland is at war with Russia. It reports a Russian army of 100000 marching from Pritograd toward the Finnish frontier. In Europe General Skoropauski dissolves Ukrainian central rada and peasants committees and proclaims a future based on private property with Allied help.
The draft ordinance targets nonproductive residents who hide wealth to avoid labor. It orders that idlers either take work or leave Denver, pending city council approval at the next meeting amid wartime labor demands.
A cloudburst on Big Isaac Creek in W Va killed seven people including James Gardner, his wife, and their four children as floodwater swept away their homes and occupants. One dog is missing in the disaster.
Chairman Hurley of the Shipping Board informed the House Appropriations Committee that the fiscal 1918 19 shipbuilding bill totals 2 223 895 000 dollars. All but 3 835 000 will be used directly for production of ships.
German forces poised for a renewed large scale western front offensive, with hundreds of reinforcements, road and railway rebuilds, and heavy artillery. British and Australian units report limited gains near Morlancourt and Suality le Sec as Haig notes increased artillery activity in Meteren and Kemmel sectors. Paris reports violent Miens front artillery fire with German attacks repulsed near Montdidier and Mangard-en-S terre.
Cadet John Ervin of West Point Mississippi was instantly killed and two aviators injured when two airplanes collided at Hempstead today near Camp Mills. Authorities described the incident as a tragic aviation accident disrupting the camp.
At a Carnegie hall mass meeting under the American Defense Society and the American Rights League Theodora Roosevelt and Senator Owen urged strong action against Germany and its allies. Roosevelt praised bravery but warned the world must enforce international law and avenge the Lusitania sinking.
The Saratoga and Encampment Railway asks the Public Service Commission for about a 10 percent rise in class rates and changes to several commodity rates. A hearing is set in Saratoga on May 24 to consider the request. A second hearing on another application by Wie Laiske Menville Tylephone Company is scheduled for Friday, May 10.
American artillery pounds German positions from Courtemanche Fentaing and MesmiM St Georges to Cantigny and Framicourt wood. Front conditions resemble early war as mud traps men. Clemenceau tours American HQ and praises their effort. Wilson proclaims Red Cross week to fund relief for troops and civilians.
Six more Americans were decorated with the War Crosses. Capt. Sydney Groves and Lieuts Dal, Soret, Connell, and Webb are among the honorees. Private K Mownet and J A Mendelhall also cited for valor during a motorcade incident and related actions despite heavy enemy fire.
