A Petrograd dispatch reported the Russian cruiser Admiral Makaroff sunk by a mine in the harbor at Heval on the Gulf of Finland. The vessel, laid down in 1905, measured 442 feet, displaced 7 775 tons, and carried guns including eight inch six inch and three inch types with two torpedo tubes and a crew of eight.

Mob Terrorizing Quebec Citizens

In Quebec on March 20, a mob terrorized the business district as militia was deployed to restore order. The Chronicle office owned by Sir David Watson was wrecked and the Auditorium theater reportedly set ablaze. Great Allied Counter Drive Develops Gradually

Washington March 29. High American army officers said the great counter drive against the German onset is developing slowly. They expect no day or more for the movement to reveal itself as troop dispositions are made and the Allied army maneuvers take up an important task. The German advance remains near standstill though further violent efforts to break the line are expected. Observers say the great momentum may strike when Germans fatigue and are pressed by French and Allied attacks near the river and Montdidier while the western front flexes. General Bell and others cited Allied artillery location by observers and sound-ranging methods aiding Pershing.
