Washington dispatch notes senate leaders aim to clear Treaty 10 from current legislation to push ratification into the campaign. Negotiations on Article 10 reservations to be dropped and Republican reservations re adopted as formality. Irreconcilables may block action, with final vote expected within days if not sooner. Senate adjourned early due to Senator Bankhead's death.
Twenty one states plus the federal government urged the Supreme Court to dismiss Rhode Island v. United States over the federal prohibition amendment. The brief, filed with permission by Charles Evans Hughes, argues no justiciable question exists. States joining include Delaware, North Carolina, Kentucky, Louisiana, Indiana, Alabama, Maine, Arkansas, Michigan, Florida, Oregon, Kansas, West Virginia, Nevada, Nebraska, Montana, North Dakota, South Dakota, Wyoming, Utah and Arizona.
Paris March 1 The rail strike on French railroads ended tonight after directors and workers reached an understanding. The National Federation ordered an immediate resumption of work.
Rhode Island calls the eighteenth amendment a direct invasion of state powers and citizens rights in a brief to the U S Supreme Court. The state argues Article 3 only allows correcting constitutional framing errors and condemns the proposal as unconstitutional and revolutionary.
The Supreme Court upheld the right of states to tax non residents on income from within state borders. Oklahoma law was sustained for non residents, while New York rules were voided for denying non residents the same exemptions given to New York citizens.
A commercial federation of America formed by middle western business representatives to oppose radicalism. H M Haldeman of Los Angeles named permanent chairman and to hold a nationalizing meeting in New York. Speakers attacked organized labor and urged a political campaign to curb groups like the American Federation of Labor and related movements. The conference closes tomorrow.
London dispatch reports Bela Kun former Hungarian communist dictator and several aides escaped from Austria after the counter-revolution's success. They reportedly returned to Hungary and officials fear a bid to regain power.
The city council introduced two first readings of separate ordinances, one for taxing theaters apart from the general occupation tax. A 4 cent per ticket theater tax may be reduced later. Miss Ruth Murphy acted as city clerk in J. J. Showalter’s absence.

Newton McCor announced a campaign headquarters in Portland to push William Gibbs McAdoo for the Democratic presidential nomination in Oregon. Petitions to place McAdoo on the ballot will be circulated immediately.
A cargo of cotton was being thrown overboard to lighten the steamer Bohemian which struck Sambro ledges off Halifax harbor during a snowstorm. The vessel carried 64 passengers who were brought to shore, while 120 crew members remained aboard and no attempts were made to refloat the ship.
Atlanta Georgia March 1 Attorney General Palmer tonight formally announced his candidacy for the democratic nomination for the presidency in a telegram to Harold L Gardner secretary of the Georgia state democratic committee. He said if Georgia democrats select him he will accept the honor and believes a primary offers a chance to directly pass judgment on the current administration's record.
President Wilson's choice George W P Hunt of Arizona to be minister to Siam faces a senate foreign relations committee inquiry on Wednesday amid reports of a radicalism charge linked to the Industrial Workers of the World. The panel will also consider Brainbridge Colby for secretary of state.
In Trenton on March 4 the New Jersey senate approved the 3.5 per cent beer bill by a 12 to 9 vote. The house had passed the measure last week.
Peter A. Erickson, 78, died at his Reed Street home at 7 last night. The body lies at Barry-Bricker Brothers mortuary ahead of funeral arrangements today. Survived by son Theodore Erickson and daughter Hattie Erickson, both at the Reed Street address.
Rear Admiral Charles J. Badger urged the house naval committee to authorize a large building program including two dreadnoughts, one battle cruiser, ten scout cruisers, four destroyers, six submarines and other small craft. He called capital ships the navy’s backbone and outlined proposed tonnages and armaments. The cost and timeline were not estimated.

In Tombstone Arizona on March 4 the jury to try the first case arising from the 1917 Bisbee deportations was completed exactly one month after court began. The deportations uprooted 1186 striking miners and their supporters from the Warren mining district to Columbus New Mexico.
