The fifth day opened under calm weather as the Wyoming Legislature reorganized the House and appointed new chairs on the privileges and elections committee. The governor was scheduled to deliver his message at 2:30 PM in a joint session with the Senate, with invitations and escorts arranged for state officers and dignitaries.
A joint session of the Wyoming legislature met with 26 senators present 1 absent and 66 representatives present 1 absent. Governor Joseph M Carey was presented by the presiding officer escorted into the chamber and delivered his message. After adjournment the house resumed business with committee assignments read and a motion to adjourn until 10 am.
The Senate met at 10 o'clock and approved Journe 1. An invitation from the University of Wyoming to attend President Duniway's inauguration next Friday was read and Maynard moved for a senate body attendance. Carpenter moved to amend to attendance only by members able to attend. amendment carried. Messages from the house on a joint session were read and acted upon, then the Senate adjourned to 2 p.m.
President Wilson said he will base appointments on efficiency and merit rather than party lines. He rejected a labor group push to replace the Democratic state labor commissioner, praising Colonel Lewis T. Bryant for faithful service.

Los Angeles January 21 The 40 000 to be added to the bond of Olat Trelimoe was announced at the California State Building Trade convention.
Washington officials report free meat and free cattle are favored by a majority on the house Ways and Means Committee as part of a tariff revision, with cattle producers and west of the Mississippi opposing free cattle as ruinous. Congress faces a new session vote after prior veto.
Senator Root denounces the free passage of American coastwise ships and urges disclosure of a treaty provision before the Panama canal toll law takes effect. He questions self respect and accuses opponents of misrepresenting commitments to gain applause while risking false pretenses.
Washington January 2 The House Indian Affairs Committee completed a lengthy review of the feud involving Secretary Fisher of the Interior and Osage tribal leaders with Uncle Sam Oil company over Indigo lands leases. Fisher opposed leasing to Uncle Sam Oil and criticized the company for how it secured leases while a federal writ in a related case was challenged.
The Leader urges Francis bh. W to withdraw from re election to the United States Senate. It portrays Warren as a national reactionary and a Cheyenne power broker, warns of diminished state benefits, and argues Cheyenne’s influence cannot justify return to Washington amid shifting national leadership and potential capital relocation. The notice calls Cheyenne business leaders to investigate and then urge Warren to step aside.
Governor Carey addresses the Twelfth Wyoming Legislature urging faithful legislation, sustained state promotion, and fair taxation. He praises the State Board of Immigration, urges continued advertising and development, and calls for substantial appropriations to maintain progress and attract settlers and capital.
