Cheyenne officials and hotel owners face sweeping verdict charging gross negligence for lax fire protection and delayed warnings after the Inter Ocean hotel fire on December 17. The six victims include Roy A. White and Ethel M. White, with findings of electrocution and suffocation in the blaze.
In Cheyenne Wyoming on December 18 1916 the court concludes Roy A White Ethel M White and their children Francis Donald and Guy White died by suffocation and burning in room 27 of the Inter Ocean hotel when a fire of unknown origin raged from about 10 pm on December 17. The report notes the manager was censured for slowness in warning guests.

Two fatally injured when struck by a car driven by Frances Gary, 16, in Cleveland. Mrs. George A. Taylor of Cambridge Springs and her sister Mrs. Jennie W. Homer of Cleveland were hurt. Mrs. Taylor's legs were crushed requiring amputation of one, while Mrs. Homer suffered a skull fracture.
Complete plans for the National Live Stock association annual meeting in Cheyenne are announced with 600 to 700 members expected and many ladies. Notables D. F. Houston and Walter L. Fisher are listed as attendees. Events include a January 17 banquet at Plains hotel, a ranch tour to Hereford cattle east of Cheyenne, a reception for visiting ladies at 821 East Seventeenth street, a governor’s mansion reception, a dance at the Elks home, and a men’s smoker at the Elks.

A refugee reports Villa Velasco forces pierced the U S railway shield at Parral Chihuahua looting the mining camp after entering the town. He says Villa's troops blocked looting by soldiers and observed Villa riding the streets in an automobile during the stay.
The New York arrest of Juan T. Burns, consul-general for the de facto Mexican government, reveals a conspiracy involving five Mexicans charged with shipping arms to Mexico in violation of Wilson era embargo rules. A package marked Building Material on the steamer Kapernanza yielded cartridges and arms, with large shipments noted. Burns protested innocence and was released on a $10 000 bond.
The Teutons gained ground in Romania capturing Matchin and Jijila on the Danube opposite Braila. Official reports say Matehin fell, extending the Danube bridgehead and signaling rapid advance toward Bratla as the front broadens.
