Federal forces clash with Madero rear guard between Guadlupe and Abumanda as officials report track damage and three freight trains lost between Juarez and Chihuahua. Indefinite passenger service suspension noted amid border tensions.
The House completed the naval appropriation bill for two new battleships eight torpedo boat destroyers four submarines and two colliers. The battleships will be the largest ever built in the United States at 27000 tons with twelve 14 inch guns. An amendment requires an eight hour day for workers on submarines and blocks funds to firms not agreeing to the hours by start.
Washington reports President Taft has offered Representative Albert F. Dawson of Iowa the secretary to the president post. Dawson has not announced his decision and plans to resign to become bank president at Davenport on March 4, pursuing a higher salary.
Scranton Florida February 21 Physcians report Arthur Mills injured after a seventy five foot fall from a Sauquoit silk mill smoke stack five months ago. His left hip dislocation was treated but the injured limb began growing and has lengthened nearly two inches in the last two months. He fears permanent cripple.
The Mark Twain library in Redding Connecticut was formally dedicated amid addresses by Rev. Joseph H. Twitchell and Rev. Frederick Winslow Adams. The building was funded by the late Samuel L Clemens who left money to the trustees of the library he founded in 1908 in memory of his daughter Jean L Clemens who died in Stormfield on December 24, 1909.

Gates completed a record ride traveling 25949 miles from Yuma Arizona to New York under special treatment for painful blood poisoning. He is reported to have passed a comfortable night, though still serious.
Washington reports the new treaty with Japan to replace the 1894 pact was laid before the Senate by President Taft. It would allow either side to denounce in six months if unsatisfactory and could face Western opposition demanding extended debate before ratification.
Cincinnati political boss George B. Cox is indicted for perjury by the Hamilton county grand jury for allegedly falsely testifying in 1906 about receiving bank gratuities. The probe ties to John H Gibson’s 1900 04 tenure as county treasurer and the sum of 45000 of 97084 allegedly paid to Cox. Cox’s bond is set at 1000 and no hearing date is given.

At Columbus Indiana a flock of four winged geese owned by Henry King drew attention at the annual American Poultry Breeders and Fanciers Association gathering. A goose laid eggs, hatched four winged goslings, and subsequent eggs produced more four winged offspring. The extra wings grow opposite ordinary wings and measure about twelve inches.
Oweneville Indiana February 21 a 95 year old farmer Bixler fought flames in his brother’s house. With clothes aflame he ran across a barn lot to a water tank and plunged in. the flames were extinguished but he suffered serious burns. Weather data follows.
New York coroner investigates the death of Charles Muenchler a 40 year old barber of 16 Elder Street Williamsburg found dead in bed after drinking nearly a quart of whiskey in a wager at a saloon near Central Avenue and Kalsey Street He drank the liquor in under an hour and collapsed dying soon after the intoxication led to a stupor
Denver Feb 21 The Democrats in the Colorado legislature postponed a conference on the senatorial situation amid fears of a wrong debt on questions and a call was prepared stating the gathering's purpose. There was little change in the senatorial vote today.
Lea Frachtenburg of the Smithsonian Institution reports that the Alsens in Lincoln and Umpqua in Curry counties speak a language distinct from fifty seven known American Indian tongues. He notes it uses gendered verbs like twelve other languages, including groups in Gporthersia and parts of southern Asia, and the Kaffirs of South Africa.
Newark New Jersey February 21 Herman Wigger a motorman was fined $10 by Judge Hahn for failing to stop his car at a street crossing after signal at Clinton Avenue and Eighteenth Street The verdict under a new city ordinance regulating trolley companies was supported by Inspector John G Bonegan who testified with a witness.
Denver aldermen were ordered to appear in district court on March 8 to show cause why they have not passed the ordinance for a special election. The vacancy was created by the recall of Alderman C. Worrall of the Ninth ward.

New York on February 21 a man named Jacob Swinessky of 28 Pitt Street escaped death after clinging by his left foot from a fifth story fire escape for five minutes. Onlookers gasped as the rope loosened and passersby forced entry to pull him to safety. Swinessky and the rescuers were treated for injuries. he was expected to be unable to work for days.
