Full Text of League Covenant Outlined at Quai d Orsay

Plenary commission at the Quai d Orsay adopts the covenant text for a proposed League of Nations. The executive council would include the United States Great Britain France Italy and Japan plus four other states. The council meets as needed at least once a year to handle matters within the league s action scope and affecting world peace. The report read by the president contains the covenant preamble stressing international cooperation peace open relations law and respect for treaty obligations.
