The state examiner reviews Cheyenne city finances from 1912 to 1914 assessing total disbursements of 311584.97 for that period and comparing 1911 costs to show continuing expenditures. Expenditures excluding water works show 156667.78 annually for 1912 and 1913, with notes on bond fund impacts.
London Feb 13 Secretary of the Colonies Lewis Harcourt told Parliament that smashing the British empire in a day’s debate would be easy if interference with autonomy were attempted. He responded to Labor’s move on the King’s speech and the Botha government bill urging indemnity for forts. He warned against undermining self governed dominions and urged careful debate.
Washington February 13 President Wilson spent a second day in bed with a cold and could not attend a White House reception for New Jersey Democrats. The cabinet meeting was canceled earlier. The president's health is not alarming.
Initial testimony supported the defense claim that Senator Gore was the target of a conspiracy by failing office-seekers. Gore is sued by Minnie F Bond for 950000. Tomorrow Gore will testify to reveal startling facts. Oklahoma City February 15. Attorney J W Laws testified he was told by T B Robinson that Gore was drunk with power but would be pulled from his high perch.

Canton Ohio February 13 The federal tax man says John D Rockefeller cannot dodge a $3 million personal income tax. Harry Weidler, the northern Ohio tax collector, says Rockefeller may pay $3 million in Ohio or in the Tarrytown New York district. If his legal residence is Cleveland, Ohio collects. if Tarrytown, New York collects. Rockefeller earns about $46 million and pays 6 percent tax with 1 percent corporate deductions.

Dispatches report Maxinimo Castillo, described as the bandit teacher, is alive and encamped near El Paso Sonora. It is believed he will be attacked soon by pursuing forces or authorities in the region.
Washington reports the post office department ruled that no human beings or live animals may be sent by parcel post. The Oklahoma postmaster’s inquiry uncovered missing coverage, and the decision states the only living creature allowed is the queen bee.
Paris February 13 Alphonse Bertillon anthropologist head of the identification department of the Paris police and developer of the Bertillon system of criminal identification died today. Born 1853 he founded measurements in 1890 which was adopted by police departments in the United States and much of the civilized world.
A Wallkill Valley freight train struck a large four horse sleigh carrying Kingston dancers from a party. Fifty injured including several with skull fractures. Raymond Wood is dead. Survivors were taken to Kingston after the collision near the dance hall.
Kansas Progressives choose Henry J. Allen of Wichita as their candidate for governor with a full state ticket decided at a state conference. Ohio Progressives hear James R. Garfield announce his bid for the party nomination for governor. Theodore Roosevelt’s stance on running and party strategy are discussed.
President Gilmore announced the Federals will have eight clubs Chicago St Louis Kansas City Indianapolis Baltimore Pittsburgh Buffalo and Brooklyn. The league plans an April 16 or 18 start with a 154 game schedule in the first season.
Mrs Myre Arthur M Todme of New York, president of the National Association Opposed to Women Suffrage, arrives in Chicago with Miss Minute Brenson to organize fiveMidwestern states Wisconsin Minnesota Iowa Nebraska Missouri. They plan speeches in Milwaukee Madison St Paul Minneapolis Des Moines Davenport Omaha and St Louis with a Chelmnau stop on return. Todme says she is awaiting Illinois supreme court ruling on the newly enacted suffrage law.
Washington reporters describe a government program where habitual drinkers are sent to a river boat off the city wharves. The five day offenders ride the water boat while others go to the Occoquan workhouse farm for longer terms. The vessel resembles a houseboat but serves as a cleansing retreat for intoxication.
Mrs Ida McNabb of Milwaukee sues John Kinney for 400000 claiming breach of promise after years of affection unfulfilled. Kinney asserts she seeks his fortune and vows to fight in court. he has hired a woman lawyer, possibly Ellen Spencer Massey, founder of a law school.
In Laredo on Feb 18 the ager reserve campaign began with 1000 federals under General Guardi gla marching from Nuevo Laredo to strike the constitutionalists at San Ygnacio. San Ygnacio was the port of entry for cattle exports to the United States and for receiving rebel supplies after the embargo was lifted.
Witness Gest Stronger refused to answer when asked if he belonged to a socialist society as officials linked politics to the strike. Denver hearing noted Colorado Fuel and Iron Co custody of 1000, with 100000 drawn by strikers. Welborn claimed miners received about 1000 for deaths, 4 percent interest, and denied Rockefeller control or mass firings for union activity.
In a deep February cold spell New York Citys poor and homeless faced extreme hardship in the Lower East Side. Nine deaths occurred as exposure rose, with about 1500 people sheltered at the municipal lodging house and adjacent houseloats near Mart Twenty third Street. Thousands more received aid from charities and missions including Bowery Mission where attendance fell to under half its winter peak.
