Three More Representations Over Americans in Mexico

Informed by the American consul at Mazatlan that two American sailors arrested November 12 in a street fight were being held on various pretexts. The Department instructed Charge Summerlin at Mexico City to press the Carranza government. No explanation was given for the nature of the priests. The embassy in Mexico City was told to urge the Mexican government to pursue the bandits who captured and held Frederick Hugo near Matamoros. Hugo was said to have been reached by officials but later reports indicated he was released after a $4,500 ransom was promised within 12 days.
