A confidential War department report to Congress warns of a woeful lack of men, guns, and ammunition and calls for army reorganization and a national defense council. General Wood notes Orient attack risks while Rep Tawney blocks public release to avoid hindering policy.
About 20 to 30 midshipmen are under restriction while a board of inquiry investigates their presence in a hotel in Annapolis. Baltimore and Washington women visit as the young men leave the academy for outside days. Seven were spotted yesterday and ten today entering or leaving the hotel. State liquor laws were strengthened last session to ease convictions and penalties.
The U S district court in Seattle denied a Copper River Indian claim for $10,000 against the Copper River railroad over burial-ground desecration in Alaska. Indians protested and planned a potlatch feast to propitiate spirits, but the ruling halted the tribute.
In Charlton Massachusetts the Rev Richard Scoles faces church survey after women from the Congregational church testified at a meeting that he told stories that caused embarrassment. They described incidents at homes where tales were shared and blamed him for creating a split in the parish. No vote on a new pastor occurred.
Norton Virginia December 14 Twelve miners died in a gas explosion at the Greene mine near Tacoma entombing 26 workers. Superintendent James Berryman and three others entered the shaft and have not been heard from. one miner was rescued and ten bodies recovered.
Cheyenne officials and Henry Altman announce a trial using free crude oil to treat two city streets. Colonel Power of Wyopo promises oil to treat Capitol Avenue from Union Pacific depot to the seal building and another end of the city, about two miles total, with city council to consider the proposal.
Cambridge dispatch reports after Hattie LeBlanc's acquittal the attempt to have Mrs Lily Glover indicted for Clarence Glovers murder. Judge Bond refused to hold Hattie as a witness. Glover’s defense contends the case targeted her.

In dense fog today the steamer Kitsap sank after being rammed by the Indianapolis in the Bhatti Baron harbor. One man is believed drowned, while no other lives are confirmed lost on Kitsap.
Washington reports interior department charges a Colorado irrigation fraud. Indicted are J A Wright Frank White John Gould Corydon A Woody Homer A Gibson Robert W Rose and Sam N Baker with $2 500 bail each. They allegedly induced 50 or more settlers to enter lands near Montross for a water project run by the defendants. Land valued at $100 000.
A Chihuahua dispatch says federal troops pursued insurgents to Guerrero and hit them hard, taking many prisoners. About 900 rebels were present. after the Cerro Prieto battle, rebels reportedly had 33 killed, while Navarro claims 80 insurgent dead and 27 wounded among his men. Local executions followed the fighting.
In El Paso on December 14 a notice from the Mexican Northwestern railroad states it will handle troop applications only for neutral purposes. Insurrectos who control the Madera branch for a month promise no interference under those terms.
Dr Charles H Keene notes many high school girls wear French heels he says cause deformed feet and spinal curvature. He plans a corrective physical culture program and will evaluate how many girls have spinal curvature, also noting afflicted boys in the Minneapolis schools.
Greeley, December 14. Attorney G A Carlson drafts a proposed law to exterminate grasshoppers and other pests. The plan will be submitted to the Grasshopper Convention meeting in Greeley on January 6 to divide the state into districts for a war against the pests.
Carnegie announces a ten million dollar endowment to fund international peace with surplus funds to fight degrading evils after war ends. Roosevelt, in Cambridge, lauds Carnegie but warns that its value rests on the administrators and practical good achieved.
Brittain Woolley Long Branch longtime resident and former sea worker and police officer dies after two weeks in bed on Norwood avenue at his home. He spoke of not living to see another birthday on October 16 age ninety eight. He attended Methodists from youth and kept praying meetings at home. General Grant was a friend with whom he shared memories of the town.
Nineteen year old William Ehlwener of New York City left home after learning a girl he admired was engaged. He wrote he would kill himself and his body was later found in Sunderland Pond near Cornwall. A letter to the Mountainville, New York girl states he decided to die.
Gifford Pinchot said Congress cannot avoid responsibility on the Milinger Pinchot Investigating Committee reports. He urged the public be told which of the three reports Congress approved and accused standpatters in Congress of favoring Ballinger style conservation.
Philadelphia reports Roberta Bulsat de Janon aged 17 became heiress to a $10,000,000 fortune after the death of her grandfather Robert Burst the seedman. Her elopement with waiter Frederick Cohen sparked a nationwide pursuit and legal action ended with no indictment.
Boston December 1. Judge Robert Harris of the Boston Superior Court suggests a divorce tour for many contemplating marriage. He believes observing failed unions could prevent unhappy matches and deter petty demerits that emerge as novelty fades. He warns petty daily tensions often escalate to major conflicts in court.
Barcelona reports storms cooling ravines and tightening famine as crops are ruined. Villages flood and rail and telegraph lines fail. two steamers wrecked offshore.
James McLachlan faces verdict after eight hours of jury deliberations on September 8 incident in his home. The jury asked for a ruling on premeditation and murder charges. Judge Matson declined. Defense and prosecution presented lengthy arguments as McLachlan maintains a calm demeanor.
A fatality and about thirty injuries were reported after a wreck on the Santa Fe railroad near Davia this afternoon. Eyewitnesses recalled a train collision causing multiple injuries and a single death.
