Viviani France’s vice premier and justice minister says U S cooperation guarantees military victory and broader triumph of law and right. British American talks align on banking trade and exchange as French war mission begins formal discussions with U S officials.
Washington April 26 Preliminary reports to the treasury indicate the first bond issue of the 7 000 000 000 finance fund will require at least 400 000 000 to 500 000 000 a month from the United States. Entente needs include Great Britain 200 000 000 to 250 000 000 France 100 000 000 to 125 000 000 Russia up to 100 000 000 depending on factories, Italy about 50 000 000.
Wheatland reports the death of Josephine Edella Clark, 3 years 10 months, after scalding water spilled on her while near her mother. Rescue came quickly but burns proved fatal in the evening. Funeral services were led by Rev. Wade at Dwyer cemetery. The family, living on a farm on the city edge, mourns the loss with a surviving sibling.
Governor Frank L. Houx and state officials visited Sheridan to assess state hospital plans and praise Wyoming citizens for their swift crop response to the national food crisis. He noted ample seed supplies and broad farmer financing, with optimism for higher acreage this year.
In Shilton Walt er Dubbs, a Farmer northeast of Shelton, died after ingesting carbolic acid in an apparent suicide following despondent behavior. In Scottsbluff Henry Stafford, 5 miles east of town, killed himself with a shotgun during a spell of temporary insanity. In Bushnell John DeBolt, about 60, was found dead at his home with heart trouble cited as the cause. a coroner's inquest was deemed unnecessary.
Washington April 26 Rear Admiral de Chair veteran naval officer of the British war mission to the United States spoke with reporters about his two years commanding the patrol fleet chasing German submarines. He did not minimize the menace but predicted it would be overcome. He said Germany would find an Atlantic coast campaign unprofitable without extensive supply bases on this side of the ocean.
In Washington on April 26 Elihu Root former secretary of war and secretary of state agreed to lead America’s mission to the new democratic government in Russia. Root urged President Wilson to accept the task and consider offering aid to the provisional authorities at Petrograd aiding their war effort against Germany.

Washington April 24 The war army bill edges toward passage by Congress before the weekend. The Senate and House votes loom large with support for selective service and a volunteer substitute defeated. Mason from Illinois drew hisses when attacking President Wilson, as voices from gallery and floor echoed.
The General Railroad Board of the Council of National Defense issued orders directing country railroads to give coal and iron ore traffic priority on main lines. Evasions would invite strict disciplinary measures.
In Denver on April 1 1917 Great Western Sugar Company leaders announced officers including C B Morey as chairman W L Petriken president and Chas Boettcher as third vice president A dividend was declared and a bond buying initiative was noted along with a bonus of 50 cents per ton for beets delivered in 1917 18 subject to market conditions.
