Washington April 10 a complete revolution in U S policy toward its Indians was announced by the interior department when Cato Gells commissioner of Indian affairs published rules that grant aboriginal Americans on reservations full control of their property and funds. The policy shifts place able bodied adults of less than half Indian blood in charge of property and funds while those of half or more may receive care if competent. Applications to sell inherited lands will be liberalized and Indians gain unrestricted control of private funds. Education policy changes require tuition for many boarding school students.
War and its various aspects dominated the Young Men's Literary club gathering. The discussion covered selective conscription and the demand for a 500000 man army, with critics noting difficulties in raising volunteers. Speakers recalled inefficiencies in military officers and stressed conserving food resources across Wyoming and Colorado.
Paris reports fifth day of French and forty fourth day of British push with Haig driving toward Cambrai line and Nivelle hammering at Soissons Rheims. Officials say French gains outpace British, lines hold in Arras area amid continuous forward movement. London marks US entry with St Pauls service as King George and Queen Mary attend. Frank Donahue, a new member of Company G in Wyoming, was detained in Cheyenne county jail on bootlegging charges after traveling to Laramie to buy a hoist and 125 bottles of liquor. Military police officer Andrew George, a Greek mentor to Greek recruits, escorted him to Cheyenne.
Alfred Harrison a 25 year old Union Pacific fireman fell from the cab of his engine west of Laramie about 65 miles from the city at 4 pm. One leg was reported cut off. The engine detached and sped toward Rock River at 100 miles per hour while Harrison was taken to a Laramie hospital. He is single and from England, son of Joseph Marron of Alverston House Castleford Yorkshire.
Washington April 20 The new Indian affairs regulations press drilling on leases across the Shoshone oil fields and may open about 2 000 acres to development. Maps show 160 acre lease units requiring at least one well per year, with June as a possible sale date. The Chatterton interests receive limited bid credit for two wells Pilot and Jamestown, while a third claimed well is disputed.
Soldiers were placed on guard at the Western Flour mill in Davenport Iowa after four dynamite bombs were discovered in coal at the plant. The mills have been shipping flour to the allies.
Boston April 20 A British steamship reporting from Mediterranean ports said a British naval vessel wirelessed that a German submarine was in the middle Atlantic late Thursday night.
Capt. H. B. Martin and Capt. W. C. Kilner, Army aviators, attempted ascent in strong wind at West Point today. Their plane crashed into treetops at the south end of the field, and the aircraft was wrecked.
An incoming steamer reports the British ship Bayvow left Cardiff March 24 for Boston and was sunk by a German submarine. The crew’s fate is not mentioned.
ASK FOOD CONTROL WASHINGTON April 20 The first real fight over the administration war program will begin tomorrow when the senate takes up the army bill. The bill goes to the senate with seven of seven members of the military committee in favor of a call for volunteers instead of the bill’s proposal to raise an army by selective draft. Several days of debate are expected before a vote as opponents delay action while supporters foresee passage by a good majority. The Ways and Means Committee met to consider raising revenue by taxation to meet war expenditures and no final votes were taken on any proposals. The country’s money needed in a few days McAdoo announced the seven billion financial bill to become law within three or four days after passage.
Coroner's inquest will be held for Aunt Jane Nolan, found murdered in Coke alley Cheyenne. Sheriff reports several suspects but evidence points to William Wagner, a colored man, likely to stand trial. alley described as a hotspot for crime with a history of violence and arrests nearby.
