Returns show a Republican victory in both states with Philadelphia at a 4000 vote majority and Allegheny County at 6000 for the Republicans. Ohio likely chose Hays by a close margin though results remain incomplete.
The Governor's Address analyzes territorial resources including agriculture pastoral and mineral wealth. It urges a bureau of statistics emigration education a territorial library and a registry law for ballot purity while calling for strict economy and no avoidable debt. It favors militia expansion humane Indian policy and favorable Pacific Railroad freight rates to aid emigration and growth.
In Cheyenne on October 13 1668 the House met with Mr Herrick in the chair two cre dentials sworn in Mexars Strong and Hans. Permanent officers chosen include McCurran Speaker L Dell Chief Clerk and others. A ballot for Speaker produced no choice Curran was later sworn in and the House organized.
