A Kansas convention may be called to broaden the legislature powers. A resolution to submit the question to voters in 1906 is prepared and to be presented to the Senate soon. Kansas also moves against gas piping from the state.
The Interior Department reports delay caused by surveys and land allotments required before opening the Uintah Reservation. Funds of 176000 were appropriated March 3, 1903 to complete surveys, with 1600 allotments still needed, requiring an additional three to four months before opening.
The Third Pacific squadron sailed yesterday as Grand Duke Alexis and Admiral Hirolem inspected the force. Ice breaker Ermok cleared the way and the battleship Monomach led the convoy with other ships towed out. By nightfall all vessels were at sea awaiting rendezvous with Mo jestvensyk’s fleet beyond the Indian Ocean.
The Pacific steamer Orando with passengers and mails for Sydney ran ashore twenty miles off Garden Island near Perth on February 16. The British cruiser Katoomba rushed to assist while tugs from Freeman discharge cargo. passengers and mails have been landed as rescue efforts resume. The weather worsens, and a total wreck is feared.
An international skating match in Toronto features Morris Wood, U S champion, against Frederick J. Robeon in an event titled Impo. The American leads in the betting but trails due to his strong record elsewhere.
President Roosevelt transmits to the Senate a Dominican protocol granting the United States collection and disbursement of San Domingo customs revenues to settle all government obligations. Other officers with expiring terms were reelected. A resolution proposed policyholder voting for directors and a committee including Alexander and Hyde was appointed to implement this step, signaling a move toward mutualization.
Berlin reports Capt. Von Grumme left the German navy to direct the Hamburg American Steamship Co in support of Russia. The line has supplied fast cruisers and transports at low prices, shipping coal to Vladivostok and refueling Admiral Roz thoughts squadron, aiding the Far East effort.
In the Louisville and Nashville case during the Senate inquiry, three conductors testified that Judge Swayne habitually rode on passes. One conductor, however, said that when the congressional committee traveled to Florida to investigate the Swayne case, the judge paid his fare.

New York reports James H. Hyde vice president of the Equitable Life Assurance Society sought to sue George J. Kindel of Denver for libel. The action stems from a circular Kindel issued with portraits of outlaws Jesse James and Soapy Smith, featuring Hyde’s late founder portrait.
Jeanne Charcot granddaughter of Victor Hugo filed for divorce against Jean Charcot son of a famed nerve specialist and Antarctic expedition head on grounds of desertion. In Paris circles the petition draws notable attention as Jeanne Charcot was previously wed to Leon Daudet, son of Alphonse Daudet.
President signs commission of Major Alexander O Brodie to succeed Major Sawa B Fowler who has served as assistant chief since August 1914. Brodie becomes governor of Arizona and will assume duties in Washington in a few days.
The district court in Norton Kansas will proceed in May with the trial of Chauncey Dewey W J Molride and Clyde Wilson for the murder of David Merry. The trio was tied to a year ago incident tied to the Willing of Burchard Jerry and acquitted. David Berry was killed in the same fight linked to alleged farmer persecution by stockmen.
The House takes up the Powers bill to pay 2,000,000 to Iron Works and others for alleged losses from restricted torpedo vessel construction. It also considers refunding 20,000 in duties wrongly charged on coal imported by a Boston firm during the anthracite strike.

Washington reports that the House Committee on Claims approved a favorable bill to compensate William Radcliffe a British subject for his Delta County Colorado fish hatchery destroyed by a mob. The hatchery valued at eighty thousand dollars and President Roosevelt supported the measure.
New Orleans reports today meetings at county sites of the cotton belt to perfect county organizations elect officers and committees. Plans include selecting and providing for inspectors who will police adherence to farmer oaths to sustain cotton prices and urge non signers to regret not joining.
Kimi Morita a dancer from Tokio died of heart disease in New York at 21. She had come with her sister to perform at the St. Louis fair and had engagements at the homes of prominent social entertainers since arriving, daughter of a Tokio theater proprietor.
In Norfolk on February 16 Miss Anne Fitzhugh Lee daughter of General Fitzhugh Lee married Lewis Brown Jr of the Seventh Cavalry stationed at Fort Oglethorpe Georgia. The ceremony at St Paul's Episcopal Church was a full military wedding.
A brick building housing J. D. Vivian earrings and harness shop and the Bank Protection company burned today in Minneapolis. Guests at the Rockingham and Fortes hotels neighboring the blaze were awakened by police but suffered no injuries.
