Washington reports show house judiciary committees backing a bill to disqualify polygamists from civil offices and congress delegates in US territories. Other items note talks on tariff policy, Carr and Wilcox court martial matters, and a broad Central America union proposal under scrutiny.
The house committee on elections opened hearings on Campbell versus Cannon from Walsh. Attorneys McBride and Gen. Payne argued as sessions were set for tonight and tomorrow morning. Most expect a report sending the election back to Utah voters, a move the house may reject.
A Washington dispatch reports to Congress today a letter from Logan dated December 1dth seeking cooperation from counties he is credited with and relating to the proposed congress of the republic of North and South America planned for November 2 next in Washington.
Washington February 14 The Edmunds motion to take up the anti polygamy bill was defeated 209 to 21. The day’s business included calendar actions and a pension arrears resolution. Slater spoke on commerce and Columbia river improvement, Vance on tariff, and new bills were introduced including one to exempt small inland vessels from inspection and a Nicaragua settlement resolution request. Adjourned.

Washington February 14 The senate committee on public lands discussed a resolution to instruct the attorney general to defend titles to western homesteads claimed by railroads in land grants. The issue centers on lands included in Judge Miller's Omaha decision and questions about prewithdrawal entries. Senator Plumb cited at least 500 cases, with hundreds more affected. no conclusion reached.
Secretary Kirkwood held a second conference with Arapahoe Indian chiefs in Washington on February 14. The chiefs, after listening to his settlement proposal, expressed belief it would benefit them. Chief Black Coal asked about houses like white men, and Kirkwood said materials would be provided if they build themselves. He warned they must not place tepees in front of houses or use them as stables, as some tribes have done. The group plans to move to Wyoming soon.
