Correction of surplus figures from School District No. 59

A letter from EJ Ketemer, Secretary-Treasurer, School District No. 59 Peace River South, corrects previous public statements on 1988/89 surplus. It says the district did not budget for a deficit, notes a $374,000 surplus after school-based allocations, and explains how this would have reduced the 1989 tax requisition and rate increase from 35.57% to 25.41% while adding context about district goals.
