Victoria reports the 2002-03 audited financial statements show a $3.2 billion deficit, $1.2 billion below February forecast, with debt $4.2 billion under forecast. Finance Minister Gary Collins cites elimination of the structural deficit and targets to balance by 2004-05, plus planned debt paydown.
Victoria introduces reforms to cut traffic ticket disputes by allowing written applications to contest fines and request payment extensions while not guilty pleas stay in court. Police may appear by telephone or video or submit written evidence, aiming to reduce court time and save about 1.9 million annually. The changes take effect July 1 and roll out over the following year.
