BC Children neglect seen as care plans lag in is final report
Victoria BC July 2 2002 Care for children in government custody regressed last year after two years of gains in the final annual report from the Children's Commissioner Paul Pallan warned that a planned 23 per cent cut to funding for the ministry of children and families will hurt children He urged maintaining or enhancing funding and said vigilance is needed to avoid a return to problems highlighted by the Matthew Vaudreuil case The report found only half of wards had acceptable care plans and long term care plans improved from 51 to 43 per cent with many children inadequately placed in foster homes It also notes delays in services for children with disabilities and special needs and calls for more prevention more early intervention and more funding for youth mental health and aboriginal communities The watchdog office should have independence and resources to do its job while the government shifts more duties to communities
