In Victoria the Throne Speech opened the spring session outlining government aims to boost the BC economy. Lieutenant Governor Walter Owen read the address, highlighting a major upgrade of airport facilities and aid to small businesses, with expanded plans for the upcoming legislative agenda.
The Throne Speech outlines provincial plans for agricultural value adding, increased northern road funding from Ottawa due to Alcan pipeline effects, airport upgrades, and exploration of new mines. It calls for cutting government regulations, new forest and range laws, and intensive forest management with public and private cooperation. It cites 1977 as a year of higher oil and gas exploration, a 20.8 percent rise in mineral production, and BC’s role as a growth leader with 4.3 percent real GDP growth in 1977, 15 percent of Canada’s new jobs, and labour disputes down in 1977. It also mentions housing, tourism, new family and health legislation, small business aid, and major federal agreements.
The Pollution Control Branch notified the Village Council of multiple permit violations since 1976 including nonoperational chlorination, deficient 24 hour effluent flow measurement, required creek dilution of 20 to 1, and monthly sampling. The PCB urged broader data on creek flow, upstream and downstream analyses, and submission of the prior year’s effluent analysis and flow report by July 31 1978.
The British Columbia Energy Commission will remove its propane price guidelines at midnight March 31 1978 and continue monitoring prices. The guidelines began in August 1975 after rapid price rises and are deemed to have achieved their main objective. Estimated impact on consumer prices is minor with any wholesale increases likely offset by lower prices for Alberta propane. Alberta also removes its propane cap March 3
The BC Forest Service in Victoria unveiled the 1978 spring summer herbicide program covering about 2,900 acres across scattered sites in the Vancouver district. Treatments target invading brush hindering young conifers, with areas including Harrison Lake Jervis Inlet Sechelt Harrison Mills Laidlaw Vedder Crossing Pitt Lake and Texada Island among others. Herbicides 2 4 D Tordon and Krenite will be used with special deer repellent applications on Texada Island.
Council will meet with Jack Davis to discuss airport upgrades and coordinating with Transport Canada approvals. A lawyer proposing a Chetwynd branch asked the village to consider giving them the first legal business as a goodwill gesture.
Former Newfoundland premier and MLA Joey Smallwood received a standing ovation while delivering the luncheon address at the Shaping Visions of Canada Conference in Fort St. John. He urged Quebecers to recognize Canada needs all Canadians and warned that a Quebec referendum could shape Canada’s destiny.
