Foreign notes report Kaiser Wilhelm sent a letter to Czar Alexander praising his escape from murder and marking the twenty-fifth anniversary of his coronation. The House of Commons announced the arrest of Mr. Grissell for breach of privilege, with a motion to bring him to the bar. A Quebec telegram states J W Chasse, inventor of multiplex telegraph, has vanished. his claimed discovery is said to be a fraud, with eighteen wires found in his room. In St Petersburg the czar’s accession anniversary was celebrated with great pomp, the Emperor saluting the crowds from the Winter Palace porch for half an hour.
Judge Parsons rebukes Col Thomas H Perkins for attempting to pay a jury fine. Perkins explains he is busy fitting out a ship for the East Indies. The judge, stressing proper law administration, orders Perkins to take a seat with the panel.
