Postmaster General Hitchcock signs the four year contract for manufacture and printing of stamped envelopes and wrappers for newspapers ending a quarter century contest. The agreement takes effect July 1 and ends a long interservice dispute.
An American mining observer says the Casas Grandes engagement between Madero forces and Col Cuellar's federal troops lasted all day with about 600 combatants on each side. Madero reportedly lost heavy ammunition, three machine guns and many horses, and retreated toward Sonora after rallying about 100 men.
El Paso March 9 Klafert a business man of El Paso and two companions traveled from Chihuahua to El Paso by car. He reports Chihuahua isolated with rail bridges destroyed and telegraph lines cut. Provisions are enough for six weeks, but prices are high. Insurrecto forces surround the city and a federal garrison of about 1200 men is ready to meet an attack.
Storm conditions in California show partial improvement yet rail traffic remains disrupted. Washouts block Southern Pacific lines and two boys drown near Arroyo Grande amid continuing floods. The Shasta route may reopen today while central Ogden routes resume. Western Pacific remains closed by mountain slides.
Glasgow Kentucky, March 9. Doc Masey, a Black man believed insane, fatally hurt a Black deputy sheriff and seven members of a Hart county family last night. A posse hunts Masey as he remains at large.
Vancouver March 9 Miss Anita Deschenz 22, an actress of Spanish descent from Pittsburg, Pa, married Lew Ting a wealthy Chinese merchant of Hoquiam, Wash. The ceremony linked a West Coast heiress and a Hoquiam business figure.
Washington reports the advance of the army toward the southern frontier continues in orderly fashion under Gen. Leonard Wood. Marines sail for Guantanamo and armored cruisers prepare to join a joint naval military movement in Texas and along the Mexican border. Troops leave ports and cities as trains move south with supplies and equipment.
A Charlotte housekeeper who filed late with her order confirmed to The News office that Mr. Morris verified her statement. He said the ag in The News was all the notice he gave his customers.

In New York American financiers met Jose Ives Limantour Mexico's finance minister to discuss the Mexican situation. Limantour said Taft's message to Diaz should reassure both governments and people, noting the long, well defined relation between Mexico and the United States.
Whiteville North Carolina March 9 The Hayes murder trial continued in Columbus Superior Court with testimony focusing on letters between Mrs Rova D Hayes and Robert Floyd. G W Perry testified to two November letters postmarked Loris South Carolina reading My Dear Robert and As ever your friend Rosa. The case raises chances of mistrial or acquittal as witnesses describe jealous tension and alleged exchanges.
New York March 9 In view of renewed reports concerning the condition of President Diaz it may be stated that a dispatch from The Associated Press correspondent at Mexico City received last night said that he personally had seen the president the previous night when he was in apparent good health. Another dispatch from Mexico City said Diaz received Admiral Lasarte at 5 p m and later conferred at his town mansion with the governor of Guanajuato. No further advices have been received.
President Taft will depart Washington after 4 pm for a tour lasting to March 20. He starts with an address in Atlanta before the Southern Commercial Congress, then travels to Augusta likely by Saturday or Sunday. Senator Bacon of Georgia will ride on the same train to Atlanta.
George B. Cox a leading Cincinnati Republican was held today not in contempt of court by two of three committee attorneys appointed by Judge Gorman to review a newspaper statement about the grand jury that indicted him. A minority report by the third member claimed Cox was in contempt.
The North Carolina corporation commission issues a call for a statement of condition of state banks as of close of business on March 9. The notice appears in Raleigh and is part of regular financial oversight.
