Special to The News reports the senate passed the bill creating Hoke County by a 27 to 13 vote on January 31. The measure moves to the house for further action.
In El Paso on January 31, Robert Howe and his son were killed after a prolonged gun battle with a posse near Sierra Blanca, 100 miles southwest. A second son, Guy Howe, 27, was wounded and captured. The elder Howe had shot Customs Guard Thomas I. O Connor at Fort Hancock while O Connor tried to arrest him for killing I K McClure, an AT&SF railroad special agent at Belen, New Mexico. Justice of the Peace Henley was also shot during Howe's escape with his sons.
London Jan 31 The second parliament of King George assembled with little ceremony. The king and queen will open proceedings next Monday in state. Mr Lowther was re elected speaker. The week centers on swearing in members and shaping votes on the veto bill and other major measures expected to mark the session in British history.

New York January 31 A four story tenement on Smith Avenue was gutted by fire. One woman jumped to her death and two others were probably fatally burned. Firemen were injured while rescuing about twenty residents. The dead woman was Mary Cella and her daughters Nellie and Lizzie were among the seriously injured. Firefighters faced flames on the top floor where the Cellas lived while search for another missing woman continued.
Cleveland physicians will examine Mrs Ida J Golden who has slept five days after collapsing in Salem Ohio. She is being brought to Cleveland City Hospital for a supervised awakening attempt. Despite calls from Sheriff William Davidson and Dr Frank Graham she remained asleep though vital signs appeared normal.
Oklahoma City January 31 Governor Cruce sent his first message to the Oklahoma legislature urging steps to improve the state’s school system.
Telegraph reports from Tia Juana say the town is almost deserted with residents sending valuables to San Diego. Commander Barroque leads 25 guards while hired border sentries, not rurales, monitor the area. In El Paso, nine federal soldiers were wounded at Galaena and five wagons moved to assist.
Three units of United States cavalry were held at Sanderson by a state quarantine officer. After contacting Gov. Colquitt, the Texas live stock quarantine law was suspended and the troops were allowed to cross the line.
Manila reports a conservative death toll around 400 from Mount Taal eruptions and a accompanying tidal wave. Seismic activity continues with 587 shocks recorded by the observatory up to noon, 25 strong enough to be felt on the seismograph.
