City Man Shot In Kroger Lot As Father-In-Law Arrested
A Charleston man was shot in the back on the Kroger parking lot at Ohio Avenue and Randolph Street on Charleston's west side. His father-in-law, Billy Kaiser, was arrested on a felonious shooting charge. Ellard underwent surgery at Charleston Area Medical Center in serious condition.
