In New York on November 23, Sen Robert F Wagner argued against a hard line on labor. He proposed an emergency board for voluntary arbitration and recognition of labor in the defense program on par with industry. He urged strengthening mediation machinery, noting the Defense Mediation board has done a good job yet warned against obstruction to national needs.

West Virginia coal mines resumed operations after a week long captive mine strike tied to a union shop clause. Officials in Welch reported several mines returning to Sunday night shifts, with expectations of full production by morning as 105,000 commercial miners and 13,500 captive diggers were set to be back at work. The UMW policy committee in Washington had proposed arbitration to settle the dispute, while clashes at Gary prompted calls to oust state police officials amid troop deployments. A Welch meeting of union locals adopted a resolving statement.
NEW YORK November 23 Dr John R Steelman chief of the U S conciliation service announced a threatened strike by 15000 telephone workers which would have disrupted long distance calls in 42 states was averted The agreement fixed 3000000 annually in wage increases and created two Horvitz headed boards to review wages and geographic differentials.
Despatch from Nov 23 reports Germany rushing fighters bombers and supplies to North Africa by air as the Italian fleet keeps its distance. RAF pilots claim German air power limited by British and American tanks, with Luftwaffe losses and continued Axis attempts near Tobruk and Matapan. The Queen Elizabeth cruiser group observes Axis aircraft near the fleet while British naval forces bombard Axis bases.
London reports U S war aid envoy Harriman told British listeners that American forces are engaging German submarines and aircraft at sea. He reviewed his Russia mission, called neutrality law revisions needed, and said isolationism is over with the U S committed to future assistance as needed.
