Protesters Claim Weather Modification Hurts Potomac Region

W A Wells of Burlington testifies before the West Virginia legislature that cloud seeding by federal and private programs has caused a prolonged drought in the mid Potomac area. He cites a 1961 apple grower contract and says 800 Mineral County residents and 1200 nearby residents join the West Virginia Natural Weather Association seeking laws to ban cloud seeding.

States thaw highway funds with December release

Washington and Minnesota highway departments can begin obligating federal highway money on a month by month basis starting December 1 after a three month freeze. The plan allocates 100 million for December and 600 million monthly January through June, not affecting the 4.7 billion yearly obligation total. The freeze reduced spending by 200 million to meet a congressional cut of six billion, with funds deferred beyond July 1.
