President Truman declared the cold war tension is easing and prospects for real peace are bright. He cautioned Congress and the United Nations against doubting his optimism and said there is no near term war threat.
Washington May 4 A Republican drive to slash up to 1.09 billion dollars in foreign aid outlays targeted President Truman’s 45 million dollar point four program. Senator Wherry urged cutting Marshall Plan funds while criticizing aid to underdeveloped nations. Senator Lehman warned that reduced aid would force greater costs later in defense and economic programs. Senator Flanders called for party unity as the vote nears.
Rep. Burnside D-W.Va. proposes a dam on the Little Kanawha River as a flood control and soil conservation project. It would replace a lock near Palestine Wirt County washed out in February after serving since 1872. Army engineers say rebuilding the rock is not justified for navigation.
Moscow reports suggest Stalin may welcome UN Secretary Lie with full honors during Lie’s Moscow visit next week and signal a possible peace gesture to outshine the Big Three. Western diplomats note Malik’s visit and the chance Stalin could pledge peace and send Lie to London with “good tidings.”
In Tokyo on May 4 Gen. Douglas MacArthur rejected Soviet insinuations about rebuilding Japanese bases. He said American and British bases in Japan are only for their commanders and kept in full readiness for any eventuality. He described Derevyanko's letter as propaganda and impertinence.
The House Armed Services Committee approved a draft law 3 to 0 amid a tied vote on extending the draft duration. The bill would require all males 13 to 27 to register and pass a physical, with a 21 month activation during a declared national emergency.
Chinese Nationalists told visiting American newsmen that Russia and the Chinese Communists are secretly preparing for a world war. Gen. Chou Chi-jou and Premier Chet Cheng cited Sovietized organization, war matériel, and foreign advisers in China. They warned Formosa's defense hinges on Soviet aid and airfield construction, claiming without Formosa Southeast Asia falls to the Reds.
The Allied High Commission announced that occupation force members and their families become liable to the death penalty for espionage or sabotage in Germany. Previously the death penalty applied only to Germans. no reason was given for extending it to Allied nationals.
Western Powers are seen advancing toward stronger North Atlantic Pact machinery at a London meeting opening next week. Three core decisions aimed at greater unity are anticipated, with Secretary of State Acheson to attend and seek expansion of Western coalitions in the cold war. Acheson will travel from Paris to London.
Detroit May 4 The 100 day strike by 89 000 Chrysler workers ends with a settlement seen as costly yet bitter. The deal includes a $3100 a month pension and other benefits worth more than ten cents an hour, while temper remains high and leaders clash over the price of peace.
A spring storm lashed the region with a tornado injuring 11 near Perryton Texas. The tornado damaged the Perryton High School gym and multiple buildings while a dust storm swept West Texas New Mexico and Western Oklahoma. In Kanawha Valley heavy rains swelled the Kanawha River cresting near 124.5 feet with no major floods reported.

Eglin Air Force Base announces the second fully pilotless four engine bomber flight in the United States. The drone B-17 climbed to 80 000 feet and landed safely after takeoff under remote control by the 550th Guided Missiles Wing. Earlier tests used safety pilots. The mothership can operate the drone from 40 miles with a televised cockpit view.
