Editorial: Threats Won’t Help Unite Transit Knots

The Kanawha Valley cannot afford to lose public transit, and threats from Charleston Transit and its union over subsidies risk harming low income riders. Public ownership may be the only answer, but pressure should not force a rushed levy. A 90 day contract extension is reasonable while negotiations continue.

Smiles Scowls At Charleston High Band Rose Bowl Invite

In Charleston's Greater Kanawha Valley the Mountain Lion band earns the first parade invitation for January Rose Bowl, as Saturday's Soap Box Derby at Little Creek Park draws crowds. Reports name Robert Park, Jackson County school board member, amid controversy over a telephone credit card use by newly appointed Superintendent Dorsey Scott who initially denied and then admitted charges. Also noted are Sunday jazz at the State Capitol, films Hatfields & Me Coys and Honey in the Rock at Grandview State Park, now in its 10th season, and city solicitor George Daugherty's acclaimed musical saw performance on the library steps.

Nixon aims for Saigon survival with uncertain plans

An intercepted LATimes analysis questions Nixon’s intent on Saigon’s viability after a U S withdrawal. It notes Vietnam policy, Ky’s damning view of Saigon, and North Vietnamese demand to discuss pullbacks while fearing a spring offensive as troop levels fall to 184000 by mid December. A reader note on page 25 adds a separate letter from an arbiter.

The Rotten Boat Debate on Southeast Asia War Policies

D J R Bruckner analyzes U.S. aid levels and withdrawal plans in Southeast Asia as Cambodia and Laos wars continue. He notes Sihanouk and Thuy positions, Mansfield proposals, and Clark Clifford plans toward a 31 December withdrawal, with elections in South Vietnam shaping future commitments. Nixon’s posturing and election politics loom large.

Undelivered address outlines Vietnam exit plan from 1969

In December 1969 Secretary of Defense Clark Clifford drafted a speech for President Nixon proposing to withdraw most American troops from Vietnam by end of 1969 and all by end of 1970. Clifford argued the war was unwinnable and the South Vietnamese government could not sustain the effort without U.S. presence. Nixon pursued a different path, but the outline remains a stark, undelivered record of the debate over withdrawal and the risks of naval or ground escalation.
