Two Held In Death Of Child In Wellsburg
Ruby Turner and Wilbur Mozingo, both of Wellsburg, were charged with child neglect in the death of 18 month old Jeffery A Turner. Each was held on a $10 000 bond as Brooke County Prosecutor Herman Rogerson and state police processed the case. A lie detector test was administered to an unidentified man and results were under study. Rogerson said he would release a statement soon and cautioned it would be speculation to claim murder.
