Gilpatric Explains Plane Award to Higher Bidder
Deputy secretary Roswell Gilpatric explained the選 award of an $18 million warplane contract to Bell Aerosystems over Douglas Aircraft for the X22 vertical takeoff project. He said Navy evaluators preferred Douglas, but Bell’s greater experience and management led to the decision despite a lacking technical briefing. He defended the move as careful and honorable, noting Bell’s three vertical takeoff planes and Buffalo, New York, as the main reasons.
