New WV Coal Rates Outline Route to St Paul
J T Averitt of the Chicago Milwaukee and St Paul railroad promoted new inter state freight rates in Charleston and other WV centers to route coal to St Paul via all rail. The rate cut to 5.40 was approved by the ICC, aimed at equalizing WV and Kentucky routes, despite dock labor concerns and calls to shield West Virginia smokeless coal from anthracite competition. Local operators hailed the neutral stance as a safeguard against Pennsylvania and Ohio plans, hoping for steady business and protection against disaster.
