The War Department supported a defined ceiling while critics warn against a blank check. Anthony Reynolds urged returning to the original draft to set a clear age, with some noting that older registrants could still be called if needed. Spent For Cosmetics Than Defense, Says Hoover

Former president Herbert Hoover argued in a Haverford College address that the nation spends far more on cosmetics than defense. He urged increased pure science research and technological development to boost production of consumer goods, reduce debt, and modernize industry through university and governmental research. He warned warfare will drive debt higher and emphasized the need for new industrial raw materials and substitutes for critical metals. The speech, broadcast by CBS, followed by local social notes and community briefs.
