Court Remands Wheeling Gas Rate Case

State supreme court ordered the public service commission to reconsider the gas rate in Wheeling delaying a ruling on reasonableness. It urged basing value on actual worth and limiting returns, noting profits around 4.5 percent and that 2.2 percent would be too low under current conditions. The decision references 1924 rate changes and affiliate service charges, with dissents arguing 6 percent is reasonable.
