Nixon to Send Kissinger to Hanoi Kissinger to push postwar aid
President Nixon announced Kissinger will travel to Hanoi February 10 to discuss postwar aid for North Vietnam and a cease-fire. He will also meet South Vietnamese President Thieu in California in spring to pursue a broader In donesia-wide reconstruction effort. The White House stated Kissinger’s talks aim to secure peace incentives and observance of the cease-fire before any postwar funding begins.

Moore Plan Highlights Prison Management Overhaul
Governor Moore announced a new management emphasis at the West Virginia Penitentiary including a $2 million plant improvement program and a full reevaluation of high level positions across state institutions. He accepted the resignation of Ira M. Coiner the 68 year old warden after 10 years in that post and 20 years with the penitentiary noting his long service and desire for rest. Coiner said he began working at 18 and had hoped to quit after Feb 1. the resignation was first offered in December 1969 as courtesy to a different administration.
