The West Virginia House of Delegates voted 80 to 13 to submit a constitutional amendment dissolving the justice of the peace system. Fourteen Republicans joined 66 Democrats in support as debate over the reform lasted nearly two hours. The measure goes to the Senate today for action.
The House of Delegates shows only two southern West Virginia members Tinsley Fayette and Rairden Mason opposed the proposal to substitute summary courts for the justice of the peace system. The tally lists 65 Democrats and several Republicans among those supporting passage with references to multiple counties and delegates, ending with a note to turn to Page 7 Col 6.
The House of Delegates, after a four hour session, amended the state aid formula by making pupil transportation a fundamental part of the foundation program and by ensuring counties receive the state share for nine months regardless of whether they operate the full term. The proposal, set for passage, would see the state pay 45 percent of the foundation program with counties basing their share on the revised terms.
New York Jan 31 AP George Burns pleaded guilty to two smuggling indictments involving two bracelets and a ring. He received an 8000 dollar fine a suspended year and a day sentence and a year of probation. He must report to a federal officer twice monthly avoid questionable company and secure permission to leave the jurisdiction. Government valued the jewels at 4885 dollars and Burns has already paid 9770 dollars in penalties. Jack Benny faces trial February 14 on a similar indictment.
The city seems set to pave Virginia street as a 32 foot wide zone from Broad to Court, avoiding full curb to curb expansion. Residents' potential court opposition waned after the street committee's session, and Mayor Dawson signaled assent to the temporary width amid economic concerns.

In Atmore Alabama a three year old girl narrowly survived after her mother, Mrs. Rosetta Bradford, 38, pushed the child into an open grate fire. The sister Juanita Bradford, 16, pulled the child out, rolled her in a blanket, and rushed her to a hospital where both the girl and the mother were treated for injuries. The mother later shot herself and was found with a torn face. Officials said the mother has a mental ailment and the child has a fair chance of recovery.
