Washington lawmakers release major income tax relief provisions set to take effect year by year. Personal exemptions rise from $600 to $650 July 1, with full-year exemption $625. low income allowance $1,100 from Jan 1. standard deduction up to 1,400 ceiling. Rates cut gradually, with maximum marginal rate dropping from 70 to 60 percent for earned income.
Congress acted on yearlong appropriations boosting government funding for the new fiscal year. A House Senate conference approved 1.86 billion for foreign aid while a 6.6 billion Transportation bill passed. Debate focused on a plan to limit federal construction hiring of Negroes and a veto threat urged by President Nixon.
